ABK appeals for safety of citizens
ITANAGAR, Dec 21: While expressing anguish and despair on the deterioration of law and order situation in the Capital Complex in light of the recent incident of criminal intimidation, threat, assault and attack on an officer of Raj Bhawan in particular and other denizens of Capital Complex in general, the Adi Baane Kebang (ABK) has vehemently condemned and appeals for security for all.
An officer of the Raj Bhavan was reportedly threatened by a land encroacher, as per the Police sources. If an officer of a protected place like Raj Bhawan is not safe to discharge govt duty, what can be said of others, asked ABK.
ABK has sent memorandums to the Governor and Chief Minister of the state which it said was positively responded with assurance of prompt justice.
ABK appealed to all governmental and nongovernmental organizations for concerted effort to uproot such evil practices of society to make Arunachal Pradesh a crime, corruption, fear, trauma, drug and nepotism free state as well as an ideal place to rejoice contented life in 2015.
Stick to roots: Kanubari MLA
ITANAGAR, Dec 21: Noted journalist turned politician Gabriel Denwang Wangshu today called upon the filmmakers of the state to stick to their roots while making documentaries and films to showcase Arunachal Pradesh at its best to the world. "Arunachal's cultural identity could be the Unique Selling Proposition (USP) for films to capture global market," he said after inaugurating the Abo Shambo Film Production House near King Cup School, here this afternoon.
"Never compromise with your culture and tradition while making films. Films from Arunachal can compete easily in the world's film arena if the state's cultural heritage is best depicted in its originality,"he added. Lauding the proprietor duo Shambo Flago and Nabam Abo for their efforts to establish the production house despite several challenges, the legislator from Kanubari said that the state is yet to be projected to the entertainment world because of lack of proper exposure. "If such efforts were initiated 15 years back, the film industry in the state could have been in a different position today," he said and assured the filmmakers of the state of all possible help from his side.
In a note of caution, Wangsu asked them to remain alert from piracy and to work out a system to get rid of the menace which he said, had posed a serious challenge to the entertainment industry. A documentary 'Arunachal Jokes Vol I' was also screened on the occasion which was also attended by Arunachal Press Club President Chopa Cheda, Arunachal Electronic Media Association (AEMA) president Taro Chatung, senior scribes Pradeep Kumar and Utpal Boruah among others.
ATSU condemns rape attempt of 6-
ITANAGAR, Dec 21: The All Tagin Students' Union (ATSU) has condemned the incident wherein a person was arrested for trying to rape a six year old girl at Raj Niwas here on December 13 last.
It pricks all our heart to even imagine how anyone can think of such a shameful act on a mere 6 years old child, it said calling on everyone, irrespective of caste and creed, in joining hands in delivering capital and exemplary punishment to such criminals.
It further appealed the women commission and various NGOs to stand for the victim.

ITANAGAR, Dec 21: The Arunachal Pradesh Small Tea Growers' Association president Tadak Gab approached Union Minister of State for Home Affairs, GoI, Kiren Rijiju with an appeal to get the small tea growers of the state to register with Tea Board of India (TBI).
According to the directive of the Ministry of Environment and Forest, New Delhi, the Tea Board would issue registration to the growers only after they obtain clarification ensuring that the proposed area of tea cultivation does not violate Forest Conservation Act, 1980, or Supreme Court order 1996. The Apex court's verdict appeared after the Writ Petition © 202/1995 filed against massive deforestation in Tirap and Changlang districts. The MoEF directive made it clear that for Arunachal Pradesh, mere NOC issued by the state government is not sufficient and the forest clearance from MoEF is mandatory. As a result, progressive growers who have obtained LPC from state government again have to take forest clearance from MoEF, New Delhi, for registration with TBI.
"Tea growers have failed to get such certificate and they are unable to get the New Planting subsidy from TBI," appraised the president.
The MoS meanwhile assured to look into the matter.
AAPLU celebrates 2nd foundation day
ITANAGAR, Dec 21: The All Arunachal Pradesh Labour Union (AAPLU) celebrated its second foundation day with enthusiasm at Nyikum Niya Hall, Nirjuli today.
Attending the foundation day celebration, Parliamentary Secretary (UD, Housing, Town Planning and Land Management) Techi Kaso termed the labour community as the backbone of the state, who extend their support in all the development activities both directly and indirectly. While urging them to maintain the hard work with honesty, Kaso assured them to extend all possible support and help for their children's education for a better future.
While stressing on land encroachment problem, especially in government quarters, Kaso informed that no one will be spared whether they are bureaucrats, officer or peon and government will soon initiate action against the defaulters.
Speaking on the occasion, Papum Pare Deputy Commissioner Tai Kaye appreciated the AAPLU for its endeavor for the upliftment of labour community of the state. He urged the union to bring all the labours community both from government to private even to farmers under one umbrella for their welfare.

ITANAGAR, Dec 21: The Mengio Circle Contractor Association (MCCA) has lodged complaint
with the Executive Engineer, Sagalee PWD Division against the extension of time for
receipt of tender papers for the works of construction of Steel Girder Bridge over
River Panior on Sagalee-
In its letter to the EE, the MCCA claimed that the tendering authority had fixed 4.30 pm of December 19, 2014 as the last date for receipt of tender papers for the above mentioned work. Accordingly, the intended bidders have submitted their papers. However, the office of the EE had suddenly issued a corrigendum extending the last date for receipt of tender papers for the work without any valid reason, the MCCA claimed.
It alleged that "the corrigendum regarding extension of the last date for receipt of tender paper is nothing but a conspiracy to accommodate and fix some bidders who failed to oblige with the original advertisement wherein the last date for receipt of application was fixed on 19.12.2014."

Govt. orders SIT probe into APPSC paper leak
ITANAGAR, Dec 21: The State Cabinet, in its sitting chaired by Chief Minister Nabam Tuki on December 18, has ordered a probe by a special investigation team (SIT) into the question paper leakage incident of Arunachal Pradesh Public Service Commission (APPSC).
The Cabinet has decided to issue a directive to state's Director General of Police to conduct an SIT probe to unravel the truth and submit the report to the state government for further action.
The Cabinet further opined that the APPSC may initiate appropriate action based on the magisterial enquiry report which has already been submitted.
The cabinet also approved for Constitution of Civil Service Board and implementation of Supreme Court's judgment regarding fixation of minimum tenure for Civil Service Officers.
In a bid to improve the education scenario especially in block levels, the state cabinet gave a positive nod for implementation of block level reforms in the Education administration of Director of Elementary education.

Demands for early creation of Mon Autonomous Council surfaces
TAWANG, Dec 21: A meeting was held today at Tawang regarding Mon Autonomous Council (MAC) between Minister of State for Home Affairs Kiren Rijiju, public leaders of Tawang and West Kameng districts today.
The representatives from both the districts called on the minister to take up with the centre for early creation of the MAC.
Rijiju while responding to the demand of the people ensured to work out an amiable way out to the demand.
The leaders said that though the creation of MAC had been passed by the state cabinet which was succeeded by a visit of a centre committee to look into the demand, there has not been any progress in the matter.

Himalayan region will get special status from Centre: Kiren
TAWANG, Dec 21: Stating that the Himalayan region has always been strategically important for the nation, Union MoS Home Affairs Kiren Rijiju informed that the centre is launching many big projects which are in conceptual stage and that the Himalayan region will get special status keeping in minds its strategic point of view.

He emphasized on the need to preserve the age old culture and traditions of the region in these changing times.
Emphasizing on the fact that development of road connectivity in the border areas of the country is his priority, Rijiju said that "The development of a region or an area is impeded if there is no good connectivity".
Further, mentioning the issue of unemployment in the region, he informed that he has already held discussions with the respective DGs of the central paramilitary forces for special relaxation provisions in recruitment policies for candidates belonging to the Northeast and Ladakh region.

"Indian Government also needs to be seriously concerned about its Himalayas and Himalayan people as it constitute 16 percent of the country's geographical area", said Pema. He appealed all the participants for a proactive introspection into the depleting moral values, loss of culture, traditional art and professions etc to counter the challenges faced by the Himalayan belt in the present day. He further mentioned that Arunachal Pradesh being a young state, development was very late and slow. Hence there are many challenges to overcome and to walk shoulder to shoulder with the developing world.

ITANAGAR, Dec 21: Arunachal Olympic Association (AOA) President Padi Richo today called upon the sports administrators and stakeholders to work as a unit to reactivate grassroots sports and school sports which will serve as nurseries for identification of young talents. He was addressing a meeting at a city hotel convened by AOA as desired by the Chief Minister to discuss various issues related to development of sports in Arunachal Pradesh.
He informed the representatives of various parent sports bodies and stakeholders that the state government led by Chief Minister Nabam Tuki has accorded sports as one of the most priority sectors and adopted many policies in the state's quest to develop sports for excellence and national glory.
Informing about the job reservation in few government departments for meritorious sportspersons, the AOA president urged all government departments to follow suit of these departments. He also requested all government departments to adopt one sport discipline each and spend five percent of the total contingency fund for sports.

Kurung Kumey could be a model district, says Governor
Itanagar, Dec 21: Arunachal Pradesh Governor Lt Gen (Retd) Nirbhay Sharma today said that remote Kurung Kumey district with its sparse population could be a model district of the state provided the leaders and district administration lead by setting examples.
"The biggest challenge of the district is that the centre of gravity of administration and public leaders is not in the district. If the people want development in the district, the epicentre has to be in the district," the Governor said while addressing district heads and panchayat leaders in his day long visit to Koloriang, the district headquarters.
"The leaders and government departments have to put in a concerted effort to explore ways to address the challenges," Sharma said, according to a Raj Bhawan press release.
Pointing that the district has huge potential for horticultural and tourism activities, the Governor advised the people to harness it.
He said that government can only facilitate, it is the people, who has to undertake. Acknowledging the infrastructural and communication deficits in the district, particularly road and air communication, health and education, Sharma emphasised on proper implementation of project, monitoring and utilisation of allocated fund.
"The local people have to be made stakeholders of the projects for making it a successful one," he said.
At the same time, he said that strength of the tribal people is to think for the whole community and this spirit needs to be rejuvenated.

Let us say no to merger and defection
The recent joining of 5 legislators of People’s Party of Arunachal (PPA) into Congress party has once again exposed the darker side of state politics. Defection has become the biggest problem plaguing the Arunachal politics. Over the year, the lone regional party of state PPA has become breeding ground of defection and mergers. During every assembly elections, those candidates who fail to get ticket of national parties fight the election on PPA ticket.
However after getting elected within a year they merge with the national parties. It’s a tragedy that regional party like PPA, which should have been symbol of unity and pride, is being continuously abused and misused. The people of Arunachal should learn something from Nagaland and Sikkim where Naga Peoples Front and Sikkim Democratic Front, the two regional parties are in power since many years. The government run by two regional parties are doing decent job. Infact today Sikkim is one of the most developed states of India. The politicians as well as citizen of this state should together join hand to stop the illegal practice of defection. This unhealthy tradition of constant change of political colour after the assembly elections gives bad name to the state and also hurt the sentiment of electoral. Let us strive to put an end to this practise.

It clearly indicates that the department and contractors are misusing the finance and it is total wastage of public money as there are so many works to be carried out and developed in the state capital.
We would also like to add that inspection of PWD minister is not enough as because we need quality work by the agent and department.

It is such a sad thing to know that the people of Northeast are being racially discriminated in their own country. The tragic news of the death of young Nido Tania and also the two Manipuri women being assaulted in New Delhi has shocked us. There were many more such similar tragic incidents which happened at Pune, Bengaluru, and Chennai in fact there are many more unreported.
The effort of our chief minister Mr Nabam Tuki to raise the issue of racial discrimination with NCST is highly appreciated, It is a high time for us to take this issue seriously, just going on a candle march or taking a few minutes of condolence after some tragic incident is not enough.
Another tragedy is that most of the mainland Indians hardly know about northeast. It is high time for us to stand up and fight against this racism. Why should we wait for a rape to happen, an assault to occur or a tragic death of our brothers and sisters to make this racial discrimination a national issue? Rather the struggle to teach the mainland Indian on the entity of the northeast must continue eternally. It is now time to instigate the Indian academicians to include the history of North East in the school syllabus; there would be no harm in learning about the history of Northeast rather it will benefit by giving a more detailed fact and insight about the history of the entire India. We the people of Northeast have been pledging the national pledge since kindergarten but when we grow up and step out of our state to mingle with our brothers and sisters of other states, all we get is humiliation. But we won’t take the humiliation anymore and we will answer them back, not the way they do, but we will by showing our presence more and more, one should start working hard to crack the UPSE examination on a regular basis, should try to excel in music, sports and other fields and the most importantly one should first abolish the racism form the core of their hearts so that we can preach others to do the same.

Cultivate inculcate rationality, compassion &scientific temper
Dear Editor,
I would like to respond to a letter sent by one Tani Thomas Tallong wherein he condemned the Anti Conversion Bill supported by the IFCSAP and called the followers of indigenous faiths to be backward uncivilized and resorting to drinking and Kata Kati and followers of Christianity to be sane and delivered from sin and darkness.
Likening all these negative elements to followers of other faiths shows how narrow and confounded his world views are and moreover how blissfully ignorant he seems to be regarding the evil abuses of church. In the past the church burnt many innocent people branding them as witches and many small kids were (and still)molested by paedophile pastors and so called Fathers.
Even Galileo was silenced by the church for claiming the Sun to be at the centre of our solar system(1615).
But it doesn't mean every Christian is a child molester and likewise followers of other faiths don’t follow regressive practices.
I follow my ancestor's faith but it doesn't mean I blindly believe in meaningless rituals of sacrificing fowls dogs, pigs or mithuns. These rituals are useless and cruel and can be liken to the mumbo jumbo tales of walking on water and bringing back to life a dead body after 4 days. We all change so thus our approach to things around us even religion (which itself has to change with time).
What the IFCSAP demands is debatable and to some extent impractical but it doesn't give one license to glorify one's faith and demonize other's faiths. To be civilized one need not embrace another religion, just cultivate and inculcate rationality, compassion and scientific temper. Last but not the least I wish all the readers of Arunachal Times a merry Christmas and a Happy New Year ahead.
